Bush and Blair most likely communicated on this in secret. Bush could have leaned on Blair to release this terra alert right after the well publicized Lamont-Lieberman primary contest.

Then Bush could then use this to once again accuse another party of weakness on terra right after the primary to link this terra issue with elections!
