7. Running out the clock.

He had to pretend that he wasn't aware of the ISG's every move in order to put us off until the day their report was "unveiled." Now he gets to pretend that he needs time to study it. Meanwhile, it's business as usual--day after day of death, misery, and growing hatred of America while his cronies profit.
