11. Not always.
He was the only Constitutional scholar, out of about a dozen, to testify in front of Henry Hyde's Judiciary Committee (read kangaroo court) that President Clinton should be impeached.

He got that one wrong, very wrong. In fact he was a buffoon about it, ranting on and on about the "rule of law" while completely ignoring the fact that there was no crime ever committed in that case. He can be a total moron at times.
