It is more about keeping skilled foreigners who otherwise will be booted out of the country after 6 years.
This was the law of the land for a long long time. That was the case long before Bush Jr. came to power.

I am actually sympathetic to H1-B to Permanent resident conversions. If you want to fight this, you need to strike at the root. Namely, H1-B visas for skilled workers.

The question I would ask, would you like to close the country to all foreigners until you reach 100% employment?
If not, what kind of immigrants would you like to come to this country and under what conditions?
