until he loans $14 billion of what he's got to the automakers?

It doesn't seem like it should be too hard to get it done. The White House agrees with the Democratic Congressional Caucus on the need for the bailout loan. If the Democrats had it their way, the money would come from TARP. The White House wants it to come from that fund already established for the automakers, however it's their buddies in the Senate who are holding it up.

So shouldn't it be pretty straightforward for Pelosi and Reid to get Paulson to release TARP funds by threatening to not authorize the remaining TARP funds?

What am I missing here?
