(first I am not going so far as to say which Republicans might wish ill will or hurt on others, through attacks or harm to Americans, and do not make this post about the people you mention in your comment. I believe most GOPers do not wish harm, or if they do, they don't admit it to themselves.)

But I do agree there are probably some on the right that do want to see harm to Americans, strictly for they perceive as there own gain.

Here is a thought those that think that way can consider.

What if the same thing happened to them or there families.

There are many that can think on bad things happening to others, without for a second being able to identify or empathizes with the loss and sorrow of those afflicted by hardships such as the ones you mention.

That inability to think of other people, like they think of themselves, is the separation that allows them to promote the 'how will it help me' or 'me first' agendas that make up most of the Rights conversation.
