8. I see the nebulous "Trigger" as being an excuse to not have any PO at all
Once some ill-defined "trigger" is needed, then Congress can always find a reason why it is never "needed."

I say the election of 2008 is all the trigger they ever needed. What the hell did they think the voters
were saying when they voted in overwhelming majorities in the executive and both houses of Congress? If
you ask me, it was NOT "more status quo, please." The vote said, "JUMP!" Instead of responding, "how high?"
as the vote tally should have mandated, Congress is saying, "jump who?" and seems to have trouble figuring
out why no one is laughing.
