Did the Orange-Osceola State Attorney's office cover for Tiger Woods?

The Orlando Sentinel has an article that said the cops suspected that Woods was under the influence but "an attempt to collect medical evidence was denied by the Orange-Osceola State Attorney's Office, according to a law enforcement document."

If it had been you or me, we would have been hauled to prison and we would have had to take the test. If the State Attorney's Office thinks this treatment is too harsh to Tiger Woods, isn't it too harsh for the rest of us?
