GENEVA - National governments should be wary of undermining personal liberties in their fight against terrorism because it could help terror groups recruit more members, the head of the UN human rights agency warned today.
Terrorist recruitment is aided by foreign occupation and the threat of attack is generating a "confused response," said Canadian Louise Arbour, UN High Commissioner for Human Rights.
"We must preserve the space that we have created, through our international human rights instruments and institutions," Arbour said. "We seek an appropriate balance between security and liberty."

Terror, real or imagined, adds strength to acceptance of rights being curtailed.
