Conn. National Guard chief quits

HARTFORD, Conn. -- The head of the Connecticut National Guard submitted his retirement Friday after military officials confirmed he had an inappropriate relationship with a subordinate and engaged in other improper behavior, Gov. M. Jodi Rell said.

A statement issued by Rell said the U.S. Department of Defense also substantiated allegations that Maj. Gen. William A. Cugno improperly gave preferential treatment to a female subordinate and used government resources for personal use. She said no details were provided.

In addition, Brig. Gen. Ireneusz J. Zembrzuski, Cugno's top deputy, will retire Oct. 3, Rell said. Federal investigators said an allegation against Zembrzuski -- that he failed to take appropriate action -- was substantiated, she said.
