Outlining the Bush administration's emerging policy on Asia, Secretary of State Condoleezza Rice (news - web sites) on Saturday implored Japan to end its ban on U.S. beef while endorsing a seat for the Pacific economic giant on the UN Security Council.
"Even China must eventually embrace some form of open, genuinely representative government if it is to reap the benefits and meet the challenges of a globalizing world," she said.
"Raw power will not define Asia in the 21st Century as it has done in centuries past," she said. "Instead, ideas, ideas of freedom, will define 21st Century Asia."
Administration officials had promoted Rice's speech as a major address on Asian policy. A former academic, Rice fit comfortably in the university setting and took about a half-dozen questions from audience members, most of them notably solicitous.
