Sen. Robert C. Byrd, D.-W.Va., said a new government report warns there are major vulnerabilities to water and chemical processing facilities and a lack of any White House action to address them.

The Government Accountability Office, the chief investigative arm of Congress, found only 1,100 of 15,000 chemical-producing facilities adhere to voluntary security procedures.
The GAO report notes drinking water “systems are not required to implement any risk reduction actions based on their vulnerability assessments” required by the Bioterrorism Act of 2002.
Byrd said, “When it comes to protecting the nation’s infrastructure, the Bush administration tells us that ‘the private sector is taking care of it.’ Yet, there is no mandate on the private sector to make these security investments.”
