PORT-AU-PRINCE, Haiti · Haiti has made little progress in preparing for November elections and needs more funding to lay the groundwork for the vote, diplomats and politicians said Friday as the U.N. Security Council met with leaders of various political factions.
Participants in the meeting said Haitian politicians expressed frustration with the United Nations' efforts to assure safe and free elections more than a year after the overthrow of President Jean-Bertrand Aristide. <snip>
More than 400 people have died since September in clashes among pro- and anti-Aristide street gangs, police, peacekeepers and ex-soldiers who helped oust Aristide. <snip>
Voter registration has not begun for the fall elections and there is a $20 million shortfall in needed funding, diplomats and politicians said. <snip>
