At the hearing, prosecutors said another officer was involved in trying to cover up the drug-planting scheme in which Nihen, former Lansford canine officer Jeremy Sommers and former Coaldale Patrolman Michael Weaver participated.
Zubrod said the investigation began when citizens complained of police brutality in the Panther Valley.
Then, he said, the victims of the drug-planting, George and Vincent Becker, complained that officers took bribes from them and turned around and arrested them.
