Bush's proposal on class sizes defeated

TALLAHASSEE — Gov. Jeb Bush's attempt to dilute the voter-approved class-size amendment was soundly defeated Thursday with a Senate vote that some lawmakers called politically dangerous but morally right.
Bush's drive to ask voters to reconsider their 2002 decision to cap class sizes was one of his priorities this legislative session, but after months of lobbying, he couldn't get the three-fifths vote he needed in the Republican-controlled Senate to put the question on a ballot.
He couldn't even get a majority. Only 19 of 40 senators, all Republicans, supported the plan.
Seven Republicans voted with the 14 Democrats against the measure, which would have asked voters to base class-size caps on district classroom averages by 2010-11 rather than requiring every classroom to meet the class-size limits. The proposed amendment also called for base salaries of $35,000 for teachers.
"I'm disappointed," Bush said following the vote, which killed the bill for this session. "I think future governors and future presidents of the Senate and future speakers (of the House) are going to have to deal with the enormous magnitude of the financial costs, and I wish them well doing it."
