KC police must now justify Taser incidents (Horn-honking granny etc)

KANSAS CITY (AP) - Kansas City police must justify the use of a Taser stun gun under a policy adopted by the Board of Police Commissioners.

Police established a task force of community members and department personnel last year to look into the department’s policy on Taser use. That followed the disciplining of two officers for using a Taser in the arrest of a 66-year-old grandmother who honked her car horn at police.

The police board adopted the task force’s recommendations yesterday. <snip>

The new policy states: "If the Taser X-26 is used at this level, the officer is required to articulate in all reports the factors that justified its use; mere noncompliance" with officers’ orders "would not be adequate."

is I know quite a few cops in KCMO and they are nice folks. This incident involved a few hairbrains.
