"RESISTANCE to occupation in Iraq is a duty for Muslims but operations that kill civilians damage the image of Islam, the highest Egyptian authority on Islamic law said in a report published today.

"The individual operations and almost daily bloody acts which kill civilians under the slogan of jihad to liberate Iraq are a kind of mockery and chaos which distort the image of Islam and Muslims," Grand Mufti Ali Gumaa said.

"Resisting occupation is an obligatory right for every Muslim but it must be in an organised manner and under a single banner," he added."

so we have it from Egypts highest authority on Islamic law, Resistance is obligatory and killing civilians is a mockery which distorts the image of islam.
sounds fair to me...

CAIRO, June 23 (Reuters) - Resistance to occupation in Iraq is a duty for Muslims but operations which kill civilians damage the image of Islam, the highest Egyptian authority on Islamic law said in a report published on Thursday.
