Democrats lose some prized addresses

AUSTIN -- To the victor go the spoils, and in Texas congressional redistricting that means transferring NASA and most of the medical center from Democratic hands to Republican.

Currently, the medical center is located in the northern end of the 25th District represented by U.S. Rep. Chris Bell, D-Houston.

In the new map adopted by the Legislature, the Texas Medical Center and the University of Texas Medical Center move into the 7th District of U.S. Rep. John Culberson, R-Houston.

The Johnson Space Center and the NASA complex now are in the 9th District of U.S. Rep. Nick Lampson, D-Beaumont. Lampson's district is eliminated in the new map, and NASA is taken into the 22nd District of U.S. House Majority Leader Tom DeLay, R-Sugar Land.

going to gut what's left of NASA, or save it?

Either way, he's slime for redistricting the map....


By the way, Texas DUers, what does TX law have to say specifically about redistricting?

The information from Census 2000 determined the apportionment of the 435 seats in the United States House of Representatives among the 50 states. It will also prompt the drawing of new boundaries for congressional, state and local election districts.

Article 1, Section 2, Clause 3 of the United States Constitution provides that the Representatives of the Congress shall be apportioned according to a population count determined in a census of the population every ten years.

This is why the Texas Dems need to take this to federal court; redistricting in 2003, after it was done pursuant to the 2000 census, should be found to be unconstitutional. This is the way I understand it.

3. from what I hear

from relatives who have to deal with a research project involving the place and so visits there periodically, the Houston outstation (I think they call it that) is in decline. NASA has been in a general decline since the early Reagan years, in good part due to the hugh shuttle orbiter construction overruns and system maintenance costs.

It's sort of poignant that NASA's greatest scientific success since the moon project is probably the Voyager 1/2 mission, both of which craft were launched in 1977 and constructed under the pretense of being less ambitious projects in the early '70s.
