NEW ORLEANS - Vice President Dick Cheney on Thursday toured parts of the ravaged Gulf Coast, claiming significant progress but acknowledging immense obstacles to a full recovery.

"We can do it," he said, first in Gulfport, Miss., and then in New Orleans, where he stood on a bridge on a levee on the edge of a flooded section of the city.

"The positive news is we appear to be making progress," said Cheney, who brought 800 pounds of bottled water aboard Air Force Two as a gesture of aid.

Seeking to counter attacks by Democrats, the vice president defended the political appointees who are overseeing the federal relief effort. Cheney also spoke of the need to address "mental health issues" among people in the stricken area; he offered no specifics.

Cheney rode in a Hummer through parts of downtown. Army Lt. Gen. Russel Honore, the military coordinator, was at the wheel. The vice president stopped at Harrah's hotel and casino, where he shook hands with police and rescue workers.

Standing on a bridge over the 17th Street Canal levee that burst in the hurricane, Cheney could see two huge pipes pumping water out of the city and back into the canal. Flames burst into the air from a ruptured gas line nearby.

"I think the progress we're making is significant," Cheney said. "I think the performance, in general, at least in terms of the information I've received from locals, is definitely very impressive."

8. I dunno; nothing particular.
Just thinking about Gonzales' role in justifying the Abu Ghraib torture and his secret unannounced trip to Iraq that time. I can see why Cheney needs to go--should have gone a few days ago--but I don't really see what the Attorney General has to do with a response to a natural disaster.

ALL of the top level people went to the Gulf of Mexico after the hurricane.

Here are photos of Bush, Rice, Cheney, Gonzales...

7. "mental health issues" in the GOP?
I think there's some definite "mental health issues" among some of our leaders. They just look the other way, until something becomes so bad that conditions demand they look: conditions like Katrina created. Until then, its just "business" as usual.
