CNN BREAKING: Rita strengthens to Category 3

Hurricane Rita, moving westward away from the Florida Keys, strengthens into a Category 3 storm, capable of causing extensive damage. With predictions that Rita could reach Category 4, the Mayor of Galveston, Texas, declares a state of emergency and orders some evacuations.
