Skeptics question list of foiled plots
The Washington Post

Sunday, October 23, 2005

WASHINGTON — A White House list of 10 terrorist plots disrupted by the United States has confused counterterrorism experts and officials who say they cannot distinguish between the importance of some incidents on the list and others that were left off.

Intelligence officials who spoke on the condition of anonymity said the White House overstated the gravity of the plots by saying that they had been foiled, when most were far from ready to be executed. Others noted that the nation's color-coded threat index was not raised from yellow, "elevated" risk of attack, to orange, "high" risk, for most of the time covered by the incidents on the list.

The president made it "sound like well-hatched plans. I don't think they fall into that category," said a former CIA official involved in counterterrorism during that period.

<snip>

"The problem with these lists is that we don't know the criteria," said Bruce Hoffman, a Rand Corp. terrorism expert. When the incidents do not correspond to elevated threat levels, "it runs the risk of were we just crying wolf then?"

Editing to add a link to the Washington Post story:

http://www.washingtonpost.com/wp-dyn/content/article/2005/10/22/AR2005102201162.html

That has a different headline -- "List of Foiled Plots Puzzling to Some" -- and the wording's slightly different in at least a couple of paragraphs.

5. The cool thing is how Bush is being called on some of his lies now.
Wish they'd have done that in 2000, or 2003, or 2004. But oh well, at least it is finally happening.

11. The zeitgeist has turned against him.
The enchantment of 9/11 has worn off all the rational people.

I suppose this is when the rat is most dangerous--when he's cornered.

8. What amazes me,
one plot involved the plan to hijack planes and crash them into tall buildings in Los Angeles. Now excuse me, but what was different from the intel they receive in this plot. than the one they,(the bushes) received on August 6, 2001? No media even looked into this announcement. Again the white house spoke and the media bought it.

10. Tony Blankley basically said this on McGlaughlin group today
basically, that if we hadn't invaded Iraq, Saddam would have restarted his WMD programs and if he didn't have WMDs then, he'd have them by now. And he was called on the 'extreme hypotheticals'

Bush's terror info 'confusing'

Washington - US counterterrorism experts are confused by a list of 10 terrorist plots disrupted by the United States which was mentioned by President George W Bush in a recent speech, The Washington Post reported on Sunday.

The newspaper reported the experts and officials say they cannot distinguish between the importance of some incidents on the list and others that were left off.

Intelligence officials who spoke on the condition of anonymity said the White House overstated the gravity of the plots by saying that they had been foiled, when most were far from ready to be executed, the report said.

Others noted that the nation's colour-coded threat index was not raised from yellow, or "elevated" risk of attack, to orange, or "high" risk, for most of the time covered by the incidents on the list, according to the paper.
