Social Security surfaces in aid talk
Bush tries to revive a plan of his that got nowhere on Capitol Hill over the summer

WASHINGTON - President Bush said Wednesday he is willing to support more cuts in federal spending to offset the costs of Hurricanes Katrina and Rita, but he stood firm on the need to make his tax cuts permanent and to add private accounts to Social Security.
"We can help the people of the Gulf Coast region recover and rebuild, and we can be good stewards of the taxpayers' dollars at the same time — which means we're going to have to reduce unnecessary spending elsewhere in the budget," he said.
In a speech to the Economic Club of Washington, Bush emphasized the importance of keeping taxes low and restraining federal spending, two major concerns of his conservative supporters.
He encouraged lawmakers to pass his $187 billion proposed cuts in discretionary spending, which is part of his plan to halve the deficit by 2009, and said he would consider slashing more federal programs if necessary.
