Retired general said withdrawal of troops must begin by September

ATLANTA - Retired Gen. Barry McCaffrey said President Bush's newly released strategy for Iraq is a signal that he is in a "race against time" to restore the public's confidence in the war effort by withdrawing some troops by September.

Facing criticism and impatience about his war policy, Bush said Wednesday that more Iraqi troops are taking the lead in battle, but that "this will take time and patience." He refused to set a timetable for withdrawing U.S. forces.

McCaffrey, a former drug czar and a commander in the first Gulf War, commended the president for not buckling amid increasingly vocal opposition, but cast doubts on the mission's future.

"I'm proud of him," he said before speaking to 500 drug treatment specialists at an Atlanta conference. "But to be honest, I'm not sure it's recoverable."
