Troops find torture victims in Fallujah

FALLUJAH, Iraq, Dec. 20 (UPI) -- U.S. and Iraqi troops Tuesday discovered the bodies of 14 people who apparently been tortured in the embattled city of Fallujah, local reports said.

Some of the bodies reportedly were bound.

The discovery came amid a spike in violence as Iraq continues to count ballots from last week's parliamentary elections. Sunni leaders alleged widespread fraud Tuesday saying the irregularities could affect efforts to bring stability to Iraq.
