WASHINGTON (MarketWatch) -- Treasury Secretary John Snow said that he liked, in general terms, an idea floated by a Louisiana Congressman for a new federal bailout agency to help rebuild New Orleans. Under the plan, the government would buy homes and land, clean up the property, and sell it back to the private sector. Rep. Richard Baker, R.-La., the author or the plan, estimates it will cost about $80 billion. "Without endorsing Congressman Baker's proposal, that approach, done the right way, has some merit to it," Snow said in a television interview. Under the plan, homeowners would be able to sell their homes to the government for not less than 60% of their equity before Hurricane Katrina struck the region in late August.

Can you say Eminent Domain? The government would buy homes and land, clean up the property and sell it back to the private sector.

We KNEW that this was their plan all along...this is why they have just sat there for like four months and put roadblocks in the way of anything that Governor Blanco and Senator Landrieu have suggested and asked for.

Bush Inc's plan all along was to gentrify NOLA, make it whiter and smaller and have it that only the wealthy can live there, whilst a small percentage of blacks will be allowed back to clean houses, wait tables et al.

Disneyland on the Mississippi and all that goes with it.

3. Eminent domain isn't quite the same thing.
I appreciate the concern but, it simply isn't the same thing as "buying" homes and land on a voluntary basis. It just isn't.

5. Where in that article did you read "voluntary"?
If this is implimented Eminent domain will be used for the "holdouts".

4. Buying up the devastated areas, and selling to private developers
is probably the most direct way of repopulating New Orleans. It might be possible to limit "gentrification" by including land use restrictions and affordable housing requirements as part of the deal.

Can they be trusted to include land use restrictions and affordable housing requirements as part of the deal?

I'm not sure that they can...we are talking about the Federal government here afterall. The HUD Secretary, Alfonso Jackson, himself a black man and a Republican, he said pretty much said that New Orleans will not be as black as before and then he said, and this is the part to pay attention to...he then said he wasn't sure if New Orleans would ever be majority black anymore.

Meaning: New Orleans, we want it to be smaller and whiter.

8. Canizaro, the ULI and what's really going on
My home is in the Gentilly section of New Orleans. Though it was inundated with almost 10 feet of water, everyone who has seen my home says it can be rebuilt. The foundation is intact as is the roof (except for the shingles and felt,) the exterior grade plywood subfloor and the siding. There is much that can be worked with. As it sits on raised piers and I had flood insurance, I am eligible for a 30,000 ICC (cost of compliance) grant to "raise" my home to above the flood level.

Now the bad news. The Urban Land Institute (ULI) a "non profit" whose members primarily consist of developers, banks and real estate magnates has come up with a plan for "rebuilding New Orleans." According to their plan, my sturdy little house, located very close to the University of New Orleans and Lake Ponchartrain will be slated for demolition. They "claim" this area should revert to a floodplain. Funny thing, the FBI building behind me on Leon C. Simon is being rebuilt...

Canizaro has ripped off the city/nation before. He bought up land near what was the St. Thomas housing development. He and his cohorts at ULI convinced the citizens committee of St. Thomas that they would benefit if they applied for a Hope grant; that they would be given housing in a "mixed use/mixed income" development. The grant was approved and Canizaro and others used the HUD funds to ice their real estate venture. Land in the area went up in value with Canizaro making a fortune. The former residents of St. Thomas? Pushed out to New Orleans East, one of the areas that this good old boy and his pals claim should not be redeveloped.

It's all a transparent scam. I think they should all be tarred, feathered, and relegated to living the rest of their days in the remains of a lower ninth ward property they've slated for demolition - under house arrest of course.

They claim that by making the blueprint smaller (shrinking the city) the incoming federal monies will be better spent. Uptown and the Garden District, home to the already rich, already powerful and already influential do not require federal funds for rebuilding; they were barely tickled by Katrina and untouched by the levee breaks. If this plan flies, I will scream for congress to oppose any funding for anything in New Orleans. Let them swim for their lives; they sat back drinking highballs made with ice produced by generators and Israeli mercs parolling/protecting their assets while the lifeblood of New Orleans was being drained by lack of food, water and medical care at the Superdome and Convention Center.

Excuse me being emotional about this, but this is my home, my neighborhood, my way of life, all I know and love being wrenched from myself and others like me in the name of greed and exploitation.

Oh, by the way, Canizaro was a major contributor to the pretender to the presidency.
