Contract for global propaganda campaign has few safeguards, document shows

Up to $100m campaign enlists balls, bumper stickers in terror fight

The task order for a stealth global propaganda campaign ordered by the U.S. Special Operations Command and carried out by a Washington-based defense contractor with scant experience reveals that the Defense Department has pursued a more aggressive international "information" campaign than previously realized.

The contract awarded to the Lincoln Group -- the firm which planted false news stories in the Iraqi media -- was obtained through the Freedom of Information Act by activist blogger Michael Petrelis (Petrelis Files) and provided to RAW STORY. While the program has been reported on before, the contract has never been made public before today.

Perhaps the most striking element of the contract is the emphasis on psychological operations and its open-ended scope. Valued at up to $100 million, the five-year Lincoln Group contract allows the U.S. military to deploy strategic messages -- not bound by truth -- in any non-combat theater across the globe.

Kurdistan Regional Government has hired Republican lobby firm Russo Marsh & Rogers to get 'free media' to promote the interests of the Kurds in the post-Saddam Hussein Iraq," reports O'Dwyer's. One goal of the Kurdish leaders is "the return of Kirkuk," an oil-rich northern Iraqi city populated by Kurdish and Turkmen people. O'Dwyer's notes that the head of RM&R, Sal Russo, is no stranger to international politics, having "worked on the campaign of Violetta Chamorro in Nicaragua." The Kurdish contract was announced as Move America Forward, a group RM&R helped found and whose "chief strategist" is Russo, is going to Iraq. Move America Forward's "Truth Tour" is bringing conservative talk radio hosts to Iraq, to "report the good news on Operation Iraqi Freedom you're not hearing from the old line news media."

Sounds like Russo et all are doing Bush* bidding and I find it hard to understand why the Kurds would hire him. Methinks the Kurds are just playing the cut-out or middle man to hide the source of money.

3. It should be obvious now that the closed Office of Strategic Influence
and similar programs have continued, and are "influencing" people regardless of their geographical location, laws, and other "safeguards".
