WASHINGTON - Republican Sen. Trent Lott of Mississippi proposed legislation today that would establish the Federal Emergency Management Agency as an independent, cabinet-level agency reporting directly to the President.

Lott's bill, called the Federal Emergency Management Improvement Act of 2006, would make FEMA a lead agency for the Federal Response Plan.

"I questioned the wisdom of placing FEMA" within the Homeland Security Department "anticipating all the red tape and decision-making paralysis that would result", Lott said, explaining one main reason for his initiative.

"Within hours of Katrina, my worst fears were realized, and even today, the impact of that decision is hurting our relief effort in Mississippi. Thousands of Mississippians remain without trailers and other support that should have been channeled through FEMA," Lott added.

2. I voted against Trent in his first election in 1972 and at every chance

since. This is one of the only times in the last 34 years I've agreed with the asshole and I find myself at a loss for words.

Never thought I'd say it , but, I Trent Lott is right.....

14. It's amazing what a little real world experience can do to one's POV.
Maybe the damage to his house in the disaster was a bit of a wake up call. The view is different when you're someone needing help from the government.

I was really amazed too, when I saw the title of this thread. I'm really glad he's running with this, as it's an idea that makes a lot of sense.

4. That is the one problem right now.
But it would be a change back for the better for the future. I am glad that Lott isn't just sucking up to the republican party about all this.

8. I think the Department of Homeland Security will be abolished one day
I think within 15 years, many of Bush's "reforms" taken after 9/11 will be abolished. The problem on 9/11 was mostly not structural. It was the people in positions of power who fucked up, not the system itself.
