Specter Proposes NSA Surveillance Rules
Measure Would Make Administration Seek FISA Court's Permission to Eavesdrop

The federal government would have to obtain permission from a secret court to continue a controversial form of surveillance, which the National Security Agency now conducts without warrants, under a bill being proposed by Senate Judiciary Committee Chairman Arlen Specter (R-Pa.).

Specter's proposal would bring the four-year-old NSA program under the authority of the court created by the 1978 Foreign Intelligence Surveillance Act. The act created a mechanism for obtaining warrants to wiretap domestic suspects. But President Bush, shortly after the 2001 terrorist attacks, authorized the NSA to eavesdrop on communications without such warrants. The program was revealed in news reports two months ago.

Specter's plan could put him at odds with the administration, which has praised a rival proposal that would exempt the NSA program from the surveillance law. Specter's proposal would also require the administration to give a handful of lawmakers more information about the program than they now receive, such as the number of communications intercepted and a summary of the results.

The draft version of Specter's bill, which is circulating in intelligence and legal circles, would require the attorney general to seek the FISA court's approval for each planned NSA intercept under the program. Bush has said the agency monitors phone calls and e-mails between people in the United States and people abroad when any of them is thought to have possible terrorist ties.

but they ignored it, didnt they. We need to demand that ALL RECORDS be destroyed.

They have a facility in Aurora, CO that stores 'mined data', the amount which is equivelent to the entire Library of Congress, every 2 days.

He wouldn't swear in Gonzalez.

He also said that if the pretzledent broke the law maybe we should change the law.

17. Yep, it's ole Scumtorum that thinks he's going
to be re-selected. The problem is that many small towns in Pa. have chosen ES&S and Sequoia as their new voting machines so there may be a reason the creep isn't worried about the selection. :puke:


PS- It cracks me up! Every time I write Scumtorum spellcheck wants to change it to Santorum. Even spellcheck knows!:rofl:

What "Tweety" is to Corporate Media, "Specter" is to BushCo Senate sycophants.

That is, Specter sometimes will feint with intentions to take the moral high ground to call BushCo to task. However, when push comes to shove, he caves at the last moment.

That's the PSYOPS of disinformation - it gives us peon chattering classes a few scraps of hope BUT is really RoveCo on-message with their CORPORATE BUDDIES as well as the crony Senate Democrats (see Liberman and Biden for a wealth of examples).

Aren't all Non Wall Street Investing Americans financially sporting Monica's blue dress now?

Our Congress is being run by "the haves" (large corporations) to the detriment of all other Americans. :(

20. It's all a show now. There are no checks and balances, no oversight
Just the occasional inquiry that gives Bush everything he asks for and then some. This one is especially galling because he very obviously broke the law and nobody is asking him to stop, they are changing the law so that his criminal acts can continue without the faux outrage.
