AP: in Pandemic Draft Plan, Borders Open
WASHINGTON -- The government forecasts massive disruptions if bird flu or some other super-strain of influenza arises, with as much as 40 percent of the national work force off the job, but it doesn't foresee closing U.S. borders to fight the spread, according to a draft of the national response plan obtained Monday by The Associated Press.

An outbreak could lead the government to limit international flights, quarantine exposed travelers and otherwise restrict movement in and around the country.

But a complete shutdown of the border would not be likely, nor would it do more than slow the pandemic's spread by a few weeks, according to the plan that is being finalized by Bush administration officials for release Wednesday at the White House.
...
Included in the report's advice for employers: Have workers remain at least three feet apart or otherwise limit face-to-face contact to limit the flu's spread, including by working from home or substituting teleconferences for office meetings.

3. Why? Because they CANNOT do it
Our border is HUGH!1!1! We have long used a vibrant economy to hide the fact that it's always been porous..

6. think about it-- notwithstanding the difficulty of actually shutting...
...the border, the real issue is one of shutting the ports of entry. That's where the real public health issues lay, but "a day without immigrants" is nothing compared to "a day without international commerce." Closing the ports of entry in any way with real public health meaning would likely crash the economy, and THEN let the pandemic through anyway.

Borders of countries with global economies are flow regulators nowadays, not barriers. The circulatory system they serve has simply become bigger-- cutting off the flow entirely to prevent a pandemic incursion would be disasterous in other ways, and the barriers would be breached eventually in the consequent collapse.

10. Why would they close the borders?
If there is an outbreak in the US, then other countries will restrict access if they haven't been hit yet...one assumes the US would do the same in restricting flights and passengers from infected zones like they usually do...

Sealing the borders would simply say, 'quarantine' to everyone else...that's a serious thing.

13. It takes somewhere between 3 and 10 days for an influenza virus....
...to incubate in the human body, and then to be presented as flu symptoms. During that 3 to 10 day period, a person with the virus is contagious.

There are NO current tests to determine if someone is carrying the Avian Flu virus, and certainly not the variant that will eventually transmit easily from one human to the next.

Although some countries will try to restrict entry into their countries, it will do them no good.
