This is a press release so I'm printing whole thing. It's not about the Dept. of Homeland Security, it's about use of Homeland Security related technology for companies to track the whereabouts of their employees while in their cars:

Homeland Integrated Security Systems Receives Order for $500,000 Cyber Trackers From Rent Finders USA, Inc.
GPS/Data Device to Be Used to Track Field Agents, Increase Efficiency
ASHEVILLE, NC -- (MARKET WIRE) -- 05/08/2006 -- Homeland Integrated Security Systems, Inc. (OTC: HISC) has signed an agreement with Rent Finders USA, Inc. (OTC: RFDU) for Rent Finders USA to purchase a minimum of a half a million dollars worth of Homeland Integrated Security Systems' Cyber Trackers to keep track of its field agents. The agreement gives Rent Finders USA exclusive rights to sell the technology within the real estate industry. These rights to "Cyber Tracker" technology, which will be marketed as "Agent Tracker," are extended in exchange for a guaranteed minimum of $500,000 in sales for three years, with initial orders to begin immediately. The companies expect sales to be as high as $1.5 million over the next three years.

The Cyber Tracker is a GPS device that features real-time tracking, geo-fencing, and push-to-talk technology along with an extended-life battery. Developed by Homeland Security Systems, the Cyber Tracker is the first of its kind to offer this combination of technology in a tracking device that monitors a vehicle's location, stops, and speed, all at an affordable cost. The Cyber Tracker's convenient rugged design (5" x 5" x 1") makes it applicable in a variety of situations where it is necessary to know the location of a person or object. Its data capabilities provide an additional tool for individuals who work out of the office or on the road.

"We are very excited about using this new technology to help increase the efficiency of our sales agents who spend a large part of their time on the road meeting clients to show them properties," stated William Luckman, CEO of Rent Finders USA. "Not only will it help our agents be more efficient, but it will also provide as added level of security for them when they are in the field."

"The fact that Rent Finders USA has chosen our Cyber Tracker as a solution to their needs illustrates how there is a demand for technology that will help companies locate their personnel or assets in real time," said Frank A. Moody, CEO of Homeland Integrated Security Systems. "There is not a more versatile GPS/date device on the market, and it is our goal to get the word out about the Cyber Tracker and its capabilities."

2. Actually, if it's a "company car", I'm not that upset by this
Just as a company has the right to monitor people's computer use, why not include the people who are not physically IN an office.. Fair's fair..
