President Bush’s job-approval rating has fallen to its lowest mark of his presidency, according to a new Harris Interactive poll. Of 1,003 U.S. adults surveyed in a telephone poll, 29% think Mr. Bush is doing an “excellent or pretty good” job as president, down from 35% in April and significantly lower than 43% in January.

The all-time worst numbers belong to Harry Truman (23%), who also holds the record for the biggest range in approval rating. George H. W. Bush eventually sank to 29%. Carter hit 28%, and Nixon was at 24% before he resigned.

107. Truman was the target of a massive smear campaign during his Presidency
I remember hearing Republicans throughout the country were labeling him a "comm-youuuu-nist" himself during an enormous "red scare" hate campaign.

Found a very succinct, quick google grab which should cover it:
At first Joseph McCarthy mainly targeted Democrats associated with the New Deal policies of the 1930s. Harry S. Truman and members of his Democratic administration such as George Marshall and Dean Acheson, were accused of being soft on communism. Truman was portrayed as a dangerous liberal and McCarthy's campaign helped the Republican candidate, Dwight Eisenhower, win the presidential election in 1952.

A 75 year old woman who is the caretaker for someone in my building and I ran into each other in the lobby one day. She noticed the bumper stickers on the back of my wheelchair.

We each said hello. Then an hour later, we knew we were friends. She periodically pushed articles she found that were quite liberal, under my door.

But the best thing she gave me was a copy of The Wit & Wisdom of Harry Truman. (He's her favorite president.) There is page after page filled when quotes from him. Those quotes show him to be a very good man w/a boat load of common sense.

136. David McCullough's bio "Truman" is also good
Its also a great history of the Democratic party in those times. Truman was an extremely loyal Dem partisan. He believed strongly in the ability of the party to get things done. He didn't always agree with everything done or every candidate endorsed, for example he was opposed to the nomination of JFK for president because he thought he was too young, but he campaigned strongly for him when he won the party's nomination. He was someone who stuck by a decision once he made it, but wasn't afraid to admit when he was wrong. Howard Dean reminds me of him.

Take a stand back then either. Instead they had to prove they were tougher on communism. Harry Truman was said to have lost China to the communists, as if it were a U.S. possession. The reaction got worse in Vietnam as almost every elected official fearful of being called soft on communism said we needed to stop the spread of communism in Asia, and we had a President from Texas who took office under unusual circumstances start a war predicated on lies. No one would stand up and say we are a nation based in the free exchange of ideas. If we were true to our core principles wherein people are allowed to choose their own governments, our government wouldn't have sent guys like me to fight that disaster known as the Vietnam War.
The labor movement that raised living standards for many Americans, and was the engine that drove the middle-class to prominence, was the victim of a smear campaign paid for by the captains of industry as they saw increased wages for the working class as a direct threat to their power to manipulate those less fortunate and more honest. The robber barons saw organized labor in league with the Red menace. Some things never change. Most great fortunes start with a crime.
The current cartel in the White House has taken the lessons learned from every reprobate in history from Machiavelli to Goebbels to Al Capone and used those lessons to impose an odious government on everyone else.
Our pResident is a nut.

too. He was still a WWII hero and railed against Truman. Mac got ticker tape parades upon return and the Rethugs put him in televised congressional hearings. Mac proved he was a total fool re his views on
Korea and presidential power and was quietly slipped away.

But the damage had been done.

He didn't fit the mold of the typical Washington insider (no college degree, etc.) He also wasn't easily bullied by corporations. He wasn't easily bullied by anyone as a matter of fact.

1) Floundering, and falling, throughout Summer 2001, his approval jumps overnight from the low 50's to 80-90%. All "thanks" to Al Qaeda, making him a "war president".

2) After a stunningly precipitous drop from the heights of post 9-11 back into the mid-50s, he bumps up to the mid-70s after choosing to invade Iraq (Bush to Rove: "Hey, this 'war president' thing really works!")

3) After resuming his precipitous free-fall (really the norm for his presidency), the capture of Saddam allows the "war president" to (barely, and for the last time) break 60.

Leading up to and after an incredibly mean-spirited campaign, mudslinging allowed him to wallow back and forth around 50 for some time, but then, the precipitous decline resumed. You could say he had a bump in January of this year, pushing him back above 40 (so he could get a breath). Amazingly, I would chalk that up to his slew of speeches defending the war in response to mounting criticism. It actually worked, but only to stem the bleeding. Rather than convince anyone of anything, it just gave Americans pause to consider "Okay, we'll give him one absolute LAST chance before we completely abandon him".

He's toast. Track the decline of the past 6 months (easily the steepest of his 6 years) and it's hard not to see it entering the teens before levelling off.

ABC/Post is consistently above the average in approval polls, even more so than Fox! Gallup is high too, zogby nice in the middle.

Typically they interview around 1000 adults by phone, and _if_ they pick them randomly one would expect about 5% margin for error. Current error margin is twice that, some pollsters must be using biased sources.

I know people get a little uneasy with the word "interactive poll." Let me assure you that this is not just simply an internet poll that can be gang-tackled by a group to really skew results.

Harris was brilliant in recognizing that it was getting more and more difficult to use the traditional telephone to reach out to the population. This is especially true for the younger demos like 18-34 year olds and younger ethnic groups. Plus it is still illegal for research companies to call people for polling purposes on their cell phones. How many of you reading this is a cell-phone only household with no land line? If so, you are not eligible to be in any telephone polling. Therefore telephone polling does not really represent a true picture across the country because there are now millions with no land lines to be contacted.

So Harris knew they had to do something else to try to be represent all the demographics and psycho-graphics. They established over the years a huge panel of people that were willing to be contacted at random for polling purposes. This can include cell phone only households because they gave permission for Harris to call them. They have tens of thousands of people in this huge panel that they contact at random for polling.

It is legit folks. President Shrub is in some hot...well maybe cold water.

Most of the polls are obviously commissioned by businesses and directed at businesses. I get a lot of questions about what shipping companies I use, what kind of telephonic equipment I have or plan to buy, that kind of thing.

When the bad news about Vioxx hit the press, I started getting questions about the ethics of drug companies.

And every once in a while, I'm asked about George Bush. hehehe, oh, yeah!!! I love those!

One thing I've never figured out about the Harris polls, though. They frequently throw in a completely off-the-subject-so-far question or two at the end. I'd say about half the time, no matter what the subject of the poll is, I get to the end and there's a question asking if I think requiring AIDS testing in the workplace is a violation of privacy.

Barring another terrorist attack (real, fabricated, or created), I'm betting that will go down to 20%, though it will likely receive a bounce when troops are withdrawn for Iraq -- surprise, surprise -- a week or two before the election in November.

In any case, I would love to see the headlines read: "* Disapproval Rating Soars to 61%" With a lead along the lines of, "More than 6 out of 10 American's polled disapprove of how * etc. . . "

<*>Debt ceiling is headed toward 10 Trillion dollars thanks to the recently agreed upon expenditure bill that includes tax rebates for people that make 27K-47K of a whopping $20. But if you make the top 1% income you get over 40K back. But for most of us, maybe we can write Congress and tell them thanks for the $20 and how it will fill, er...

<*>Gas prices are a sign of something askew with big oil. Maybe Congress can tell us what the energy commission meet about in private with Cheney back in 2001 and if there is any correlation to todays high gas prices and big oil profits. But then, maybe you could contact Con. Frist...

It's finally starting to get to people. Every penny it goes up now, I expect more of bushes supporters to jump off the ship.

If it reaches $4 a gallon as it's projected I bet he'll go into the teens. Remember, it's nearly June. In 31/2 months we will start seeing colder weather again. Energy prices will soar more than they are now - which is quite high, and the hardcore bushbots will finally realize the economy isn't booming, and they can barely keep the heat on.

I really believe that's the only thing that will turn the people and bush's base completely against him.

PS, It's tornado season. Look how good bush's administration is in a national emergency. All we can do is sit back and watch the disasters and how they look on him and his inept nominations to critical government positions.

Basically, he's stacked his own cards for his big fuckup. I can only guess which of the many major failures he's set himself up for will come in first.
