"Some 16,000 to 20,000 people from developing nations such as Romania, Jordan, Thailand, the Philippines and Nepal are victims of forced labor in Israel, according to a report by the U.S. State Department that was released this week in Washington.
The report, which ranks countries according to the efforts they made last year to wipe out trafficking in women and involuntary servitude by foreign workers, has classified Israel on the "Tier 2 Watch List" - one level lower than the previous year.
Israel is now included among countries that have failed to make adequate efforts to stamp out trafficking in persons for the purposes of forced labor."

"Israel is placed on Tier 2 Watch List for its failure to provide evidence of increasing efforts to address trafficking, namely the conditions of involuntary servitude allegedly facing thousands of foreign migrant workers," the report stated.
The report also noted that enforcement in Israel has been "uneven" and that laws have not been passed making all forms of trafficking in persons, including trafficking for the purposes of forced labor, illegal. In addition, the report said that Israel has not established shelters for exploited foreign workers or provided them with legal aid."
