U.S. raps Israel over failure to counter forced labor
<snip>

"Some 16,000 to 20,000 people from developing nations such as Romania, Jordan, Thailand, the Philippines and Nepal are victims of forced labor in Israel, according to a report by the U.S. State Department that was released this week in Washington.

The report, which ranks countries according to the efforts they made last year to wipe out trafficking in women and involuntary servitude by foreign workers, has classified Israel on the "Tier 2 Watch List" - one level lower than the previous year.

Israel is now included among countries that have failed to make adequate efforts to stamp out trafficking in persons for the purposes of forced labor."

<snip>

"Israel is placed on Tier 2 Watch List for its failure to provide evidence of increasing efforts to address trafficking, namely the conditions of involuntary servitude allegedly facing thousands of foreign migrant workers," the report stated.

The report also noted that enforcement in Israel has been "uneven" and that laws have not been passed making all forms of trafficking in persons, including trafficking for the purposes of forced labor, illegal. In addition, the report said that Israel has not established shelters for exploited foreign workers or provided them with legal aid."

2. Some improvement
Edited on Thu Jun-08-06 04:44 AM by Behind the Aegis
"The report stated that Israel has made some improvement in laws protecting sex-trafficking victims, which has resulted in a reduction in trafficking in women. However, the same efforts have not been made for those working under conditions of forced labor, which is a much more wide-spread phenomenon."

Hmmm...Israel is on "Tier 2," who is on the top?

3. Some perspective....
The Tiers

Tier 1: Countries whose governments fully comply with the Act's minimum standards.

Tier 2 : Countries whose governments do not fully comply with the Act’s minimum standards but are making significant efforts to bring themselves into compliance with those standards.

Tier 3: Countries whose governments do not fully comply with the minimum standards and are not making significant efforts to do so.

Tier 2 countries:

TIER 2

Albania Croatia Laos Saudi Arabia
Angola El Salvador Latvia Senegal
Armenia Equatorial Guinea Lebanon Serbia & Montenegro
Bahrain Estonia Malawi Sierra Leone
Bangladesh Ethiopia Malaysia Slovak Republic
Belarus Finland Mali Slovenia
Bolivia Gabon Mexico South Africa
Brazil The Gambia Moldova, Rep. Sri Lanka
Brunei Guatemala Mozambique Tajikistan
Bulgaria Honduras Nepal Tanzania
Burkina Faso Hungary Nicaragua Thailand
Burundi India Niger Togo
Cambodia Indonesia Nigeria Uganda
Cameroon Israel Pakistan Ukraine
Canada Jamaica Philippines Venezuela
China, People’s Rep. of Japan Qatar Vietnam
Congo, Dem. Rep. of Kenya Romania Zambia
Costa Rica Kuwait Russia Zimbabwe
Cote d’Ivoire Kyrgyz Rep. Rwanda

Tier 3 countries:

TIER 3

Belize Dominican Rep. Kazakhstan Suriname
Bosnia & Herzegovnia Georgia Liberia Turkey
Burma Greece North Korea Uzbekistan
Cuba Haiti Sudan

Now, I wonder how many of the "Tier 3" countries reported their "shame?" Hell, how many of the "Tier 2" countries did?

4. Well, then, sanctions are in order. We hate 'forced labor' but ok
with Israelis killing Palestinians and bulldozzing their homes, taking ther farmland, water, and jobs. Good old American values?
