Bush visited two states with sizable senior citizen populations, Nevada and Arizona, to tout congressional approval of major Medicare legislation, which enacts sweeping changes to the government's health care program for the elderly and adds prescription drug coverage.
At a new hospital on Las Vegas' outskirts and later at a $1.2 million luncheon fund-raiser at a hotel and casino on the Las Vegas Strip, Bush promised to sign the bill which Republican advisers see as a potential political weapon against Democrats who have long claimed political dominance over the issue.
"They used to call Medicare 'Mediscare' for people in the political process," Bush said. "Some said Medicare reform can never be done. For the sake of our seniors, we got something done."
Later, he took a nearly identical message to a made-for-the-cameras event at a community center in Phoenix, in another state Bush barely won in 2000. Though the White House had billed it as a "conversation" with seniors, Bush was the only who spoke, as about two dozen older Americans sat on risers behind his lectern.
