The 47 member human rights forum was to vote on the draft, during a special session on Friday on the situation in Lebanon.
The draft resolution proposed by Algeria, Bahrain, Bangladesh, Indonesia Jordan, Malaysia, Morocco, Pakistan, Saudi Arabia and Tunisia "strongly condemns grave Zionists' violations of human rights and breaches of international humanitarian law in lebanon".
It also called on Zionist regime to "immediately stop military operations against civilian population and civilian objects resulting in death and destruction" and for the urgent dispatch of "a high level commission of inquiry".

The special session was called by Tunisia on behalf of 12 Organisation of Islamic Conference (OIC) and Arab states in the council, with the backing of China, Russia, South Africa and Cuba.

OIC refuses putting Hezbollah, Israel on equal grounds in draft resolution
GENEVA, Aug 11 (KUNA) -- The Organization of Islamic Conference (OIC) refused categorically on Friday any amendments presented by the Swiss delegation to put Hezbollah and Israel on the same footing in the war in Lebanon. The OIC spelled out its argument based on the following points: Hezbollah is not a state actor, Hezbollah is member of the Lebanese government and the OIC does not want to disrupt this delicate balance that the scale of military operations are different and the causality that led to the war is not confirmed. The Special Session is still on from 10:00 am today and will resume at 15: 00 hours when the Pakistani ambassador Masood Khan, head of the OIC group in Geneva will be presenting the OIC draft resolution condemning Israel for all its atrocities in Lebanon. Khan told the Human Rights Council's Special Session that the OIC is appalled by the human rights situation in Lebanon when death struck the Lebanese people from air and land. "Death pursued them as they were fleeing terror, death did not spare those who were burying their dead," he added. Khan stressed that the right to life and the rights of the internally displaced people (IDPs) have been violated with impunity. He said that the carnage in Lebanon must stop and that the Human Rights Council must send a clear message that Israeli Human Rights violations in Lebanon must end.
