Russia Won't Ratify Kyoto Accord, Putin Aide Illarionov Says
Russia won't ratify the Kyoto Protocol, an international agreement to reduce carbon emissions, because it would slow the nation's economic growth, said Andrei Illarionov, President Vladimir Putin's economics adviser.

``In its current form, the Kyoto Protocol places significant restrictions on Russia's economic growth,'' Illarionov told reporters in the Kremlin after Putin met European business leaders. ``That means it can't be ratified.''

MOSCOW - The Kyoto environmental accord is in jeopardy according to a senior adviser in the Russian government, but not according to Prime Minister Jean Chrétien.
