In an apparent swipe at Senate Republicans who refused to go along with his wishes, Bush told a White House news conference the legislation he has submitted to Congress clarifying Article 3 of the Geneva Conventions is essential to Americans' safety.

"We need the tools necessary to protect America," Bush said. "Time is running out."

Bush said the questioning of Khalid Sheik Mohammed produced intelligence that allowed the United States to thwart planned attacks on U.S. targets in Africa and Pakistan and also revealed information on planned attacks on U.S. buildings and efforts to acquire biological weapons.

"It's a dangerous world," Bush said.

"The enemy wants to attack us again."

Like I've said before, I'm hoping either the CiA or SS step in to foil their
well made plans before they destroy us all. We may have been thinking too
conservatively when we thought Martial Law was their only alternative.

But now that things are changing within their own ranks...
especially with the alliance of Warner, McCain and Powell; no doubt there is a Plan B.

"Time is running out," Bush said in a Rose Garden news conference. "Congress needs to act wisely and promptly."

Bush denied that the United States might lose the high ground in the eyes of world opinion, as former Secretary of State Colin Powell suggested.

"It's unacceptable to think there's any kind of comparison between the behavior of the United States of America and the action of Islamic extremists who kill innocent women and children to achieve an objective," said Bush, growing animated as he spoke.

Bush's comments came a day after Republicans on the Senate Armed Services Committee broke with the administration and approved a bill for detention and trial of foreign terrorism suspects. Bush claims the measure would compromise the war on terrorism.

Unless I'm sadly mistaken, the United States of America has killed innocent women and children in the course of achieving an objective, which according to Bush is the death of terrorists. The guy is just so out of his depth in trying to even LOOK like he has the ability to be the president, it's sickening.

His words and actions remind me of a woman who was widely known in my neighborhood as, to put it politely, "not quite right in the head". She was what we used to refer to as a spinster lady, and lived with her brother and his family. We used to see her walking down the street, stopping once in awhile to carry on a conversation with a mail box, or a tree.

She wore whatever she wanted, and the results were very often more appropriate for a costume party than everyday attire. She was, however, completely harmless, because whatever she talked to the trees and mail boxes about couldn't cause the hideous number of deaths, maiming, and destruction that the insane mutterings of the occupant of the White House can cause.

I don't fear terrorists, but I do fear what our country has become under Bush and his neocon barbarians. The United States has never been in greater danger than it is right now, but the danger is not from terrorists, but from our own government.

I guess he forgot during the Iraqi war when he ordered the air force to bomb a restaurant that Saddam was known to frequent, I guess on the off chance that Saddam was taking a long lunch during war time, like Brownie did during the flooding of New Orleans. Saddam wasn't there but we manged to kill a lot of civilians including a 20 year old woman. Her mother first found her head, then her torso. To someone who doesn't understand that all of america's actions are good, I could see how that could look like we were killing innocent civilians to gain an objective.

and ranted and raved for just over an hour. he must have repeated the new line of 'if you don't pass the legislatio, the program (of torture) is finished' a dozen times easily. the media asked some genuinely tough questions too, and was he miffed about it. one press guy hit him with a great hypothetical question that went something like, 'what if north korea or iran did what you intend to do with this legislation and used it against an american'. he didn't answer.

one particularly memorable thing he said was, '...imagine an enemy that can't stand what we believe in getting a hold of oil resources and taking a bunch of oil off the market in order to have an economic punishment."

Bush denied the U.S. might lose the moral high ground in the war on terror in the eyes of world opinion, as former Secretary of State
Colin Powell suggested.

"It's unacceptable to think there's any kind of comparison between the behavior of the United States of America and the action of Islamic extremists who kill innocent women and children to achieve an objective," said Bush, growing animated as he spoke.

Bush is setting up his defense for future war crimes charges. He's going to claim the law wasn't clear, it was open to interpretation. He had no choice, it was wartime.... That's what this was all about today and why he kept repeating it.

Part I : General provisions
ARTICLE 3Database 'IHL - Treaties & Comments', View 'COMART'

In the case of armed conflict not of an international character occurring in the territory of one of the High Contracting Parties, each Party to the conflict shall be bound to apply, as a minimum, the following provisions:

(1) Persons taking no active part in the hostilities, including members of armed forces who have laid down their arms and those placed ' hors de combat ' by sickness, wounds, detention, or any other cause, shall in all circumstances be treated humanely, without any adverse distinction founded on race, colour, religion or faith, sex, birth or wealth, or any other similar criteria.
To this end, the following acts are and shall remain prohibited at any time and in any place whatsoever with respect to the above-mentioned persons:

Common Article III

(a) violence to life and person, in particular murder of all kinds, mutilation, cruel treatment and torture;

(b) taking of hostages;

(c) outrages upon personal dignity, in particular humiliating and degrading treatment;

(d) the passing of sentences and the carrying out of executions without previous judgment pronounced by a regularly constituted court, affording all the judicial guarantees which are recognized as indispensable by civilized peoples.

(2) The wounded and sick shall be collected and cared for.

An impartial humanitarian body, such as the International Committee of the Red Cross, may offer its services to the Parties to the conflict.
The Parties to the conflict should further endeavour to bring into force, by means of special agreements, all or part of the other provisions of the present Convention.
The application of the preceding provisions shall not affect the legal status of the Parties to the conflict.

WASHINGTON, Sept. 15 — President Bush made an impassioned defense on Friday of his proposed rules for the interrogation and prosecution of terrorism suspects, warning that the nation’s ability to defend itself would be undermined if rebellious Republicans in the Senate did not come around to his position.

Speaking at a late-morning news conference in the Rose Garden, Mr. Bush said he would have no choice but to end a C.I.A. program for the interrogation of high-level terrorism suspects if Congress passed an alternate set of rules supported by a group of Senate Republicans.

Those alternate rules were adopted Thursday by the Senate Armed Services Committee in defiance of Mr. Bush. Setting out what he suggested could be dire consequences if that bill became law, Mr. Bush said intelligence officers — he referred to them repeatedly as “professionals” — would no longer be willing and able to conduct interrogations out of concern that the vague standard for acceptable techniques could leave them vulnerable to legal action.

“Were it not for this program, our intelligence community believes that Al Qaeda and its allies would have succeeded in launching another attack against the American homeland,” he said. “But the practical matter is if our professionals don’t have clear standards in the law, the program is not going to go forward.”

One thing we don't need to do is "clarify" (redefine) Article 3, which will just give Bush2 a way to avoid prosecution for his war crimes.

On the campaign trail in 2000, with terrorism already a very real threat, Bush2 pledged to pursue a "humble foreign policy."

On the campaign trail in 2004, Bush2 promised, "Four more years and America will be safe and the world will be at peace."
