The Bush Administration has turned to the numbers game of Vietnam War era. While they try to make a destinction between the two, I think this is a particularly desperate act to "quantify the success" of an war that becomes more and more unpopular every day.

The lady I work with, who isn't particularly political and too young to really remember Viet Nam, mentioned this parallel of numbers reporting.
