Feds Divided Over Recount Fundraising
WASHINGTON (AP) - Deadlocked federal regulators on Wednesday kept in place 1970s rules that permit House and Senate candidates to raise unlimited amounts of money to pay for vote recounts.

But the Federal Election Commission voted 4-2 to restrict the ability of state political parties to raise money for recounts in federal elections, limiting them to no more than $10,000 contributions from individuals.

With control of Congress in the balance and competitive races across the country, both parties are eager to build recount funds in anticipation that several House and Senate races may still be undecided on election night.

At issue was whether a 2002 campaign finance law that did away with unrestricted and unlimited giving to the political parties affected the ability of candidates and state parties to raise money to pay for recounts and legal challenges to election results.
