46. It means Harriett choose to resign at a time guaranteeing almost no attention from media:
she'll be bumped from tonight's news and tomorrow's papers by coverage of Pelosi, and she's a tiny paragraph somewhere at best.

My conclusion: There's a potential scandal involving her, and she's stepping down ASAP to defuse it. If it were something like her starring in a porn movie in her youth, it probably would have come out with the SCOTUS nomination. So I'd guess (without any foundation whatsoever) there's something odd she wrote on paper for W, that the Dems would like to ask her to testify about but it isn't clear-cut enough to justify pestering her once she's back in private life.

Bush is moving quickly to fill vacancies within his stable of lawyers, though White House officials say there are no plans to drastically expand the legal staff to deal with a flood of oversight.

Still, in the days after the elections, the White House announced that Bush had hired two replacements to plug holes in his counsel's office, including one lawyer, Christopher G. Oprison, who is a specialist in handling white-collar investigations. A third hire was securities law specialist Paul R. Eckert, whose duties include dealing with the Office of the Special Counsel. Bush is in the process of hiring a fourth associate counsel, said Emily A. Lawrimore, a White House spokeswoman.

"Obviously, if we do have investigations, we'll have to make sure we have enough people to be prepared to answer questions that come our way," Lawrimore said. "As of right now, I wouldn't say it's anything special."

Republicans close to Bush say any such moves would not come until the White House sees how aggressive Democrats are in trying to pry the lid off the inner workings of the administration.

"They just think it's inevitable that there will be some investigations that will tie up some time and attention," said Charles Black, a strategist with close ties to the White House. But there's no panic in the ranks of Bush's team, he added. "They don't think they have anything to hide."

"Harriet is one of the most beloved people here at the White House," Snow said, adding that she was a scrupulous lawyer who aggressively defended the Constitution.

"As somebody said earlier today, 'She put 12 years of service into six years,'" Snow said.

Snow said Miers' departure did not signal the beginning of an exodus of senior officials after six bruising years at the White House. Asked if other officials were poised to go, Snow said, "I'm aware of none and anticipate none."

As White House counsel, Miers works behind-the-scenes overseeing a team of attorneys who provide legal advice to Bush on matters large and small. But when Bush picked her to fill an opening at the Supreme Court, she became a household name, albeit briefly. Her background and every word were scrutinized. Television cameras rolled as she walked up Capitol Hill to meet with lawmakers charged with confirming her as a justice.

Miers, Bush's personal lawyer in Texas, is popular in the West Wing and is admired for her hard work, loyalty and character. But since taking over last spring, White House Chief of Staff Joshua B. Bolten had privately expressed doubt that Miers, 61, was right for the job, current and former officials said.

When news reports at the time suggested that she might leave as part of Bolten's initial shakeup, Miers talked to Bush and kept her job, the sources said. After Democrats captured Congress in November, the issue was revisited and some Republicans were told before Thanksgiving that someone else would be brought in.

Miers had told colleagues that she planned to stay until the end of the administration, but after several conversations with Bolten in the past week, she agreed it was time to move on. "We're entering a new era here in the White House, and they both came to that conclusion," a senior administration official said.

Miers, a longtime Bush loyalist whose nomination to the Supreme Court was withdrawn in 2005 as a result of conservative opposition, led an office that will oversee legal clashes that could erupt if Democrats aggressively use their new subpoena power. Bush advisers inside and outside the White House concluded that she is not equipped for such a battle and that the president needs someone who can strongly defend his prerogatives.

The White House did not announce a replacement but has settled on someone to take on the assignment, according to several advisers who did not disclose the name. Four other lawyers have been hired as associate counsels in recent weeks to fill vacancies, and White House officials have discussed expanding the office, which -- with a dozen lawyers -- is far smaller than it was under President Bill Clinton, who faced legal battles on multiple fronts.

Dept in administration.. and no one would replace them.. they sent Negraponte over to make it look like something was being done.. sending a butcher of innocents to the state dept.???
