Rice: Iraq missed political deadlines

WASHINGTON - Secretary of State Condoleezza Rice, while assuring senators Tuesday that the Bush administration expects Iraqi Prime Minister Nouri al-Maliki to make political reforms, provided a list showing deadlines already missed.


Iraq has passed target dates to make laws establishing provincial elections, regulating distribution of the country's oil wealth and reversing measures that have excluded many Sunnis from jobs and government positions because of Baath party membership, according to the list Rice provided.

The Iraq government had also agreed to approve a law governing political amnesty and the charged question of sectarian militias by Dec. 31 and to finish a review of the constitution, seen as unfair to minority Sunnis, by Wednesday.

The list was drafted by the al-Maliki government in September, Rice said in a letter to Sens. Carl Levin (news, bio, voting record), D-Mich., and John McCain (news, bio, voting record), R-Ariz.

6. saddam couldn't produce the weapons of mass destruction
George began bombing hours before the end of the deadline. I guess George knew Saddam couldn't produce squat, so why wait.

Condi was shoe shopping and W had a birthday party while Katrina happened. I will be so glad when this usrless corporatist administration will be tossd out of our government. Then we will disinfect their offices.

RICE: Given that -- you asked me whether or not it warned of attacks.

BEN-VENISTE: I asked you what the title was.

RICE: You said, did it not warn of attacks. It did not warn of attacks inside the United States. It was historical information based on old reporting. There was no new threat information. And it did not, in fact, warn of any coming attacks inside the United States.


From the Aug. 6, 2001 memo:

Although Bin Ladin has not succeeded, his attacks against the US Embassies in Kenya and Tanzania in 1998 demonstrate that he prepares operations years in advance and is not deterred by setbacks.

Al-Qa'ida members - including some who are US citizens - have resided in or traveled to the US for years, and the group apparently maintains a support structure that could aid attacks. Two al-Qa'ida members found guilty in the conspiracy to bomb our Embassies in East Africa were US citizens, and a senior EIJ member lived in California in the mid-1990s.

A clandestine source said in 1998 that a Bin Ladin cell in New York was recruiting Muslim-American youth for attacks.

Nevertheless, FBI information since that time indicates patterns of suspicious activity in this country consistent with preparations for hijackings or other types of attacks, including recent surveillance of federal buildings in New York.

The FBI is conducting approximately 70 full field investigations throughout the US that it considers Bin Ladin-related. CIA and the FBI are investigating a call to our Embassy in UAE in May saying that a group of Bin Ladin supporters was in the US planning attacks with explosives.
