N.J. lawmaker won't let Bush cut health care

A key New Jersey congressman told a group of governors Monday that President Bush's call to limit the growth of a health insurance program primarily for children of the working poor is "dead on arrival" in the Democratic-run Congress.
"I have absolutely no intention of moving the president's proposals through our subcommittee," Rep. Frank Pallone, D-Long Branch, told a panel of the National Governors' Association led by Governor Corzine.
Pallone is chairman of the health subcommittee of the House Energy and Commerce Committee, which this spring will be crafting a five-year extension of the state-federal program known in Washington as S-Chip, for State Children's Health Insurance Program.
Launched 10 years ago to cover poor children whose parents earn too much to qualify for Medicaid, the program is called FamilyCare in New Jersey and covers 535,000 children. It also covers 76,000 of their parents, an aspect approved in the past by federal regulators that is now controversial.
