Donald H. Rumsfeld went to Baghdad in March 1984 with instructions to deliver a private message about weapons of mass destruction: that the United States' public criticism of Iraq for using chemical weapons would not derail Washington's attempts to forge a better relationship, according to newly declassified documents.

Rumsfeld, then President Ronald Reagan's special Middle East envoy, was urged to tell Iraqi Foreign Minister Tariq Aziz that the U.S. statement on chemical weapons, or CW, "was made strictly out of our strong opposition to the use of lethal and incapacitating CW, wherever it occurs," according to a cable to Rumsfeld from then-Secretary of State George P. Shultz.

The statement, the cable said, was not intended to imply a shift in policy, and the U.S. desire "to improve bilateral relations, at a pace of Iraq's choosing," remained "undiminished." "This message bears reinforcing during your discussions.".... (more)

Rumsfeld saying to Saddam, don't believe us when we protest your use of chemical weapons... It's fine with us.

How can anyone deny that Rumsfeld and other Bush I and Reagan players should be hauled before a court and prosecuted as complicit in these crimes against humanity?

21. At the time, Rummy was president of Searle and Co., a chemical
company. I have never been able to find anything online that shows he sold chemicals to Iraq, but I sure wonder if there was some money made by Rummy's company back then in supplying the chemcials.

12. won't it be nice if you had access to Reagan's papaers?
like for instance 12 years or so after a pres left office you had compleat access to any non-clasified docs? NA congress would never pass a law like that.

Throughout the period that Rumsfeld was Reagan’s Middle East envoy, Iraq was frantically purchasing hardware from American firms, empowered by the White House to sell. The buying frenzy began immediately after Iraq was removed from the list of alleged sponsors of terrorism in 1982. According to a February 13, 1991 Los Angeles Times article:

“First on Hussein's shopping list was helicopters -- he bought 60 Hughes helicopters and trainers with little notice. However, a second order of 10 twin-engine Bell "Huey" helicopters, like those used to carry combat troops in Vietnam, prompted congressional opposition in August, 1983... Nonetheless, the sale was approved.”

In 1984, according to The LA Times, the State Department—in the name of “increased American penetration of the extremely competitive civilian aircraft market”—pushed through the sale of 45 Bell 214ST helicopters to Iraq. The helicopters, worth some $200 million, were originally designed for military purposes. The New York Times later reported that Saddam “transferred many, if not all to his military.”

In 1988, Saddam’s forces attacked Kurdish civilians with poisonous gas from Iraqi helicopters and planes. U.S. intelligence sources told The LA Times in 1991, they “believe that the American-built helicopters were among those dropping the deadly bombs.”

and curious about the response from the Reagan administration to defend Saddam. I can just hear Rummmy saying "Oh goodness gracious! Mr. Hussein would never use chemical weapons!"

here's an excellent thread containing this story, as well as a report from SEEN/IPS, detailing how that trip was more in regard to getting business for BECHTEL (building an Iraq-Jordan pipeline, among other things) than anything else.
