Senate May Limit Bush Insurrection Power

WASHINGTON April 25 (UPI) -- The Democratic-controlled Senate Tuesday opposed what it calls a White House power grab.

The Democrats also received support from a key Republican senator. Sen. John Warner, R-Va., Wednesday said he would be open to revising a controversial law that gave the U.S. president more power over states and the National Guard in times of emergency.

On Tuesday, the governor of North Carolina told the Senate Judiciary Committee all U.S. governors oppose the Insurrection Act Rider that was included in the fiscal year 2007 defense authorization bill.

Committee Chairman Sen. Patrick Leahy, D-Vt., said the law, which gives the president the power to take command of the National Guard "in any situation in which he determined" a state government incapable of maintaining public order.

2. I think it may have finally hit Warner hard that he's dealing with a shithead in the White House.
Warner may be a conservative Republican, but he's not crazy about all these young Americans dying in Bush's Fool War.

3. Is that even constitutional?
Whether of not, it is a plan for certain disaster across the United States. It tosses any hope for "homeland" security right out the window. The response to future disasters will be...no response. They have degraded the National Guard and now they want total control of them. Perhaps, however, that is part of the plan. No organized militias. But there is Blackwater.

10. I think Blackwater looks on the US Treasury as its personal bank account...
...so I doubt its fees would go unpaid. I shudder to think -- they are already in service here in the US, with plans for expansion.

14. They showed up after the Drowning of New Orleans, & some West Coast governor is thinking of using...
...Blackwater to fill in for the National Guard in case of disaster. Sorry I can't remember if it was Oregon or Washington (or gods forbid my own California), but both items were reported here at DU.

Gives me the shudders, I can tell you.

16. It takes control of The National Guard away from The Unitary Executive and keeps it with the states.
However, it also then absolves the pResident of responsibility when the next Katrina hits.

But don't we think the states can do a better job than Bush anyway?

4. They actually called it the Insurrection Act? That's so unlike them.
I would have expected something like the Peace and Harmony Act. I'm really glad they're doing something about this.

8. It's an old name -- the Insurrection Act was passed in 1807
What the Bush mob is currently trying to do is alter it for their own purposes.

I don't automatically think people are bad (or good) because of a party label.

Their actions determine that.

In my mind, I am a moderate - but then I think in 1970s terms, too.

Maybe if they are old enough, they will too.

The last thing we need is for Bush to send the National Guard into our cities to enforce federal martial law.

18. It depends which party is in the oval office.
in the long run it seems to be about scrapping the constitution isf you think about it......
insurrections due to global warming natural disasters and a president who isn't allowed to step in with powers that have been granted to the president.

"You can't govern by polls".
He wasn't a very popular Commander in Chief during his presidency ....especially in the south. Polls taken in the south chose to leave the union when he was elected president.

The media also questioned his suspending of Habeas Corpus come to think of it.

Altho, I think if * tried to order our soldiers against ordinary amerikans, he might get the shock of his life when they went after him instead of us.

As far as Blackwater goes,....it's anyone's guess where their loyalties lie.
