US Senate eyes breakthrough in Iraq impasse

WASHINGTON (AFP) - Top US senators said Sunday a climax was in sight to intense bargaining over an Iraq war financing deal palatable to both President George W. Bush and anti-war Democrats.

Vice President Dick Cheney for instance dismissed the buzz around benchmarks as "Washington talk."

........

Iraq's failure to meet any one target would see him directed to plan within two weeks to pull US troops out of the Baghdad surge and redeploy soldiers to fighting terrorism, training Iraqi troops and protecting US installations.

Such robust conditions could prove a deal-breaker for the White House, which has resisted linking benchmarks to troop numbers.

1. Why bother with toothless benchmarks that Bush will ignore?
Why even bother with voting for a supplemental bill? The Constitution does not require Congress to re-submit a new bill everytime it fails to override a Presidential veto. If there is an issue that cries for a "do nothing Congress" is this--do nothing! Let the money run out! Starve this war on the vine!

Just keep sending Shrub the exact same bill over and over again. Either the clock runs out in March, it runs out in October, or it runs out at the end of August. That gives Bush far more flexability than he deserves.

5. If the Democratic Congress will simply stand firm, Bush will cave.
His only recourse would be the "Feed and Fodder Act" from the Civil War which says he could keep troops in the field without Congressional authorization. But this is the wrong Civil War (Iraq's not ours) and I don't think even he would be so arrogant as to try to pull that.
