CIA called passive on al-Qaeda (prior to 9/11)

WASHINGTON (AP) — Former CIA Director George Tenet did not use all of his available powers and the U.S. spy community lacked a comprehensive plan to stop al-Qaeda in the run-up to the Sept. 11 terror attacks, the agency's internal watchdog concluded in a report released Tuesday.

Completed in June 2005 and kept classified until now, the 19-page executive summary finds extensive fault with the actions of senior CIA leaders and others beneath them. "The agency and its officers did not discharge their responsibilities in a satisfactory manner," the CIA inspector general found.

"They did not always work effectively and cooperatively," the report stated.

Yet the review team led by Inspector General John Helgerson found neither a "single point of failure nor a silver bullet" that would have stopped the attacks that killed nearly 3,000 people.

1. Surprise! The Bureacracy is SNAFU
CIA Director Gates said it was a 'chilling' document. The only thing I found chilling was that funds meant for watching terrorist activities was diverted to pay "non-specific corporate taxes". What does that mean?

Clinton's team tried to warn Mr. know it all Bush of the high probability of an AQ attack on American soil, as did Europe. In sum, Bush's response was "well, you covered you ass". and he ignored every word. True to form, that.

Is a flat out lie. All it would have taken would be to put the airports & screeners on high alert for a week and the plot would have been discovered or would have been foiled.

Note the identical way Bush ignored warnings about Katrina and New Orleans. same thing, same pattern. Same bad judgment based on a superiority complex.

All this article is is a cover your ass for Bush the stupid.

WASHINGTON - The CIA's top leaders failed to use their available powers, never developed a comprehensive plan to stop al-Qaida and missed crucial opportunities to thwart two hijackers in the run-up to Sept. 11, the agency's own watchdog concluded in a bruising report released Tuesday.


Completed in June 2005 and kept classified until now, the 19-page executive summary finds extensive fault with the actions of senior CIA leaders and others beneath them. "The agency and its officers did not discharge their responsibilities in a satisfactory manner," the CIA inspector general found.

"They did not always work effectively and cooperatively," the report stated.

Yet the review team led by Inspector General John Helgerson found neither a "single point of failure nor a silver bullet" that would have stopped the attacks that killed nearly 3,000 people.

In a statement, CIA Director Michael Hayden said the decision to release the report was not his choice or preference, but that he was making the report available as required by Congress in a law President Bush signed earlier this month.

9. It's fairly simple...we needed a new MENACE, as the red one went
away, at least in the Soviet Union and Eastern Bloc - and China is being groomed for big time capitalism.
Al Qaeda fills the bill perfectly, except that they are (or were) rather small - about the size of the mafia.
The military industrial complex (and others with an interest) needed an enemy to justify its bloated cash cow existence. Islamic Fundamentalism is the new boogey man - and not that they haven't properly earned the title with a little help from their friends - you know the ones who trained and supplied their war to rid Afghanistan of the soviets.
