Mrs. Laura Bush will undergo elective, outpatient surgery on Saturday, September 8, 2007, to relieve the pressure on the pinched nerves in her neck. The doctor will perform a posterior cervical foraminotomy, using a minimally invasive procedure.

It's elective:

5. open to choice; optional; not required: an elective subject in college; elective surgery.

In other words its something she wants not something she needs, I guess they're looking for the sympathy vote and it seems that it's working!!!!!!

It very likely means that it has caused pain and that physical therapy has not helped sufficiently.

58. I'm recovering from a bad nerve pinch
I can definitely sympathise with someone who'd want elective surgery to get something done with it if it's actually the case.

(Then again, mine was very high on the leg and fucked up about a fifth of my body for two months. Losing most of your sensation in a body area that size is really unnerving, if you'll pardon the pun.)

...when some surgical accident might leave Bush a widower, giving him an excuse to be filmed crying real tears? And how can you turn down a grieving widower for anything, including incredible support?

17. Well sounds like its a real injury
I did have my doubts, but since I suffer from pinched nerves in the neck I know how painful it can be. I can't afford to have the surgery myself. I have trouble feeling sorry for her but I can understand the need for the surgery.

I'm not surprised * won't be around. He isn't very supportive of his family during medical procedures. Remember when Jenna underwent an emergency appendectomy? He wasn't there for her either.

a medical procedure done? I did not
hear anything about health care then. I do remember that they have been in power also. And health care reforms have never been passed. All politicians have the same health care, and it is complete coverage. The average person does not. IMO none of them fight for us as much as they could.
