Iraq refugees may be undercounted, experts say
By David Morgan

WASHINGTON, Oct 2 (Reuters) - The number of Iraqis driven from their homes by war and sectarian violence could be far larger than official estimates of the country's deepening humanitarian crisis, some experts say.

...some analysts and organizations that focus on Iraq believe tens of thousands more Iraqis made homeless by violence have avoided registering with host governments abroad or the government in Iraq for fear that their safety and freedom of movement could be jeopardized.

That would suggest significantly larger humanitarian and security problems for Iraq and its neighbors, particularly Syria and Jordan, in what is already the worst crisis of its kind in the Middle East since 1948.

...

"We haven't seen the real refugee crisis yet," said Joost Hiltermann, Middle East project director for the International Crisis Group.

1. There are three possibilities.
The numbers are correct.

The numbers are overstated.

The numbers are understated.

Only the first seems unlikely. The second, having the numbers overstated, is possible because a number of refugees have moved twice--register in both places, you'd show up twice ... unless somebody's trying to coordinate movements; in the relative chaos that is Iraq, this seems unlikely to me. The third, having the numbers understated, is also possible--for the reasons given in the OP. The first article's accuracy depends either on them managing to register everyone and remove duplicate (or triplicate) entries, or on the reasons for possible understating and overstating of the results' balancing out just right. Like that's going to happen.

2. How can they get humanitarian aid?
Is there any way to to get the food, water, shelter, and medicine? Can the UN or Red Crescent help them? Is it illegal to give them aid and comfort because of that law Bushitler passed? I pray that people sick with Cholera, living in a tent in the desert with no water, will have at least some Gatorade. I am reading that Jordan and Syria are having to close the borders or enforce passport rules. I wonder how many have had to run away to Iran? Will we bomb them over there, too? I can barely fathom the amount of intense human suffering. What a slow painful death to die of diarrhea because you have nothing to rehydrate yourself with. If I were, say, a good Buddhist, am I supposed to love Bush/Cheney, and pray for good things to happen to them. I blame them and have such horrible feelings toward them. How can I send them love and light? How can I not sit here seething with hatred? It only hurts me, is what I hear. Can you even imagine the heat starting an Islamic Charity would bring you? You would be snooped on so fast your internet connections would fry. How can these folks be assisted? What can I do?
