U.S. cancels migration talks with Cuba
The United States has abruptly canceled migration talks set to begin Thursday with Cuba, accusing the island nation of refusing to take the negotiations seriously.

The talks are important because migration is the only issue that the two bitter rivals have found that they can discuss regularly, experts say.

"Dialogue between the two governments is now over," said Wayne Smith, the top American diplomat in Havana during the Carter administration.
