House votes to outlaw CIA waterboarding

WASHINGTON (Reuters) - The Democratic-led House of Representatives voted on Thursday to outlaw harsh interrogation methods, such as simulated drowning, that the CIA has used against suspected terrorists.

On a 222-199 vote, the House approved a measure to require intelligence agents to comply with the Army Field Manual, which meets the Geneva Conventions on the treatment of war prisoners and prohibits torture.

The measure passed amid a congressional probe into the recent disclosure that the CIA destroyed videotapes of al Qaeda suspects undergoing waterboarding, a simulated drowning.

Many countries, U.S. lawmakers and human rights groups have accused the United States of torturing terror suspects since the September 11 attacks.

President George W. Bush says the United States does not torture but the administration will not disclose what interrogation methods are used.

2 abstentions because the representative is dead of heart failure.
194 votes that the representative is a terrorist and a serial killer and anything else that you want to hear to make the torture stop.

The fact that we're even having a debate about whether or not we should torture makes me want to torture people.

Dennis Kucinich apparently voted No. Does he need to be waterboarded? Kicked in the balls? I'd suggest we read the full text of the bill and make some inroads into understanding the content and implcations therein before we decide whether this bill is all its cracked up to be.

Your personal failings aside: Waterboarding is already considered unacceptable under the Geneva Convention. What is the remaining content of the bill in question? Have YOU read the bill (CAN you?) read the bill? Since this part of it is essentially redundant, restricting interrogation methods to the Army Field Manual, which itself is DIRECTLY informed by the provisions of the Geneva Convention, what else lurks in this bill? Let's see..

Subtitle B - Central Intelligence Agency
Section 421 -
Establishes the position of Deputy Director of the Central Intelligence Agency, who shall be appointed by the President. Outlines Deputy Director duties. Requires the DNI to recommend to the President a nominee to fill any vacancy in such position. States that the commissioned officer currently performing the duties of the Deputy Director shall neither be subject to the supervision or control of the Secretary of Defense nor exercise any supervision or control over DOD personnel.
Section 422 -
Makes inapplicable to the CIA Director a requirement to submit to the intelligence committees an annual report on actions taken to ensure the auditability of CIA financial statements.
Section 423 -
Amends the Central Intelligence Agency Act of 1949 to authorize CIA protective detail personnel to make arrests without a warrant: (1) for any offense against the United States committed in their presence; or (2) when having reasonable cause to believe that the person to be arrested has committed or is committing a felony. Authorizes the CIA Director to make such personnel available to the DNI.

Section 432 -
Authorizes the NSA Director to designate NSA personnel to perform protective functions for the Director and any NSA personnel designated by the Director. Authorizes such protective personnel to make arrests without a warrant: (1) for any offense against the United States committed in their presence; or (2) when having reasonable cause to believe that the person to be arrested has committed or is committing a felony.
Section 434 -
Requires the directors of the NSA, NGIA, and NRO to be appointed by the President, by and with the advice and consent of the Senate.

Hmm. All these sound like reasons to vote against HR.2082.
