In Council Bluffs today, Biden carves out anti-war position

BY ROBYNN TYSVER

COUNCIL BLUFFS - Democrat Joe Biden says other presidential contenders may promise to end the Iraq war, but he is the only one with an exit strategy that takes into account the volatility of the region.

Biden is the author of an Iraq resolution that has passed both houses of Congress. It would divide Iraq into three largely autonomous regions, with a decentralized federal government.

The idea is to bring U.S. troops home as soon as possible, without causing a larger regional conflict with countries such as Turkey and Iran, Biden said.

Sen. Joe Biden

The Delaware senator appeared in Council Bluffs this morning before about 50 supporters, many of whom said they had recently decided to back Biden.

3. This part is interesting:
"Polls show that Biden remains in the back of the pack, but his strong showing in Democratic debates and his frequent appearances in Iowa could pay off in the final days.

Some party activists and others are speculating that Biden may be in a position to pull off a surprise second- or third-place finish in the caucuses."

This give this Biden supporter hope!

5. Wish I had a better memory.
Last Thursday I had the opportunity to here how he was going to handle ending the war. There was so much information I couldn't ever remember it all. I know it had to do with Iraq neighbors.
He went into great detail about how he helped shape the end to the war in Kosovo. He described how what was learned there about regional conflict and ethnic diversity could be used in much the same way to end this war. I'm sorry I can't remember the exact details. It was so much better than someone just saying....I'm going to end this war.

6. Joe plans to end the war
by encouraging/helping Iraqis to 'divide' into 'states,' as provided for in their constitution: loose federalism.

I think it will work. As long as they all have a peice of the money pie, I think it's a good thing.

9. This separation is happening anyway, only
in an unorganized and extremely dangerous way to the Iraqis. If this admin. would allow our military and Pentagon and whoever else needs to participate to help this process proceed in a more organized fashion Biden could be proven Right Again.

10. Yep, but Bush won't let it happen...
because it jeopardizes his permanent bases there...that's what this is all about anyway...

8. sounds like what he was talking about.
If I understood correctly.....they would divide into autonomous states, but still be overseen by a weak central government???.....or did I get that wrong?

13. And look at the early history of the U.S.
We had a federalized government as well. Unity takes time and patience.

14. This is 'Balkanization.' It will involve even more ethnic cleansing.
The future of Iraq should be left to the people who live there. If they want to separate into autonomous or sovereign entities, then let them do it. The best thing the US can do is to leave the country and get out of the way so that these people can decide their own future. There may be violence involved or they may be able to resolve their differences peacefully. But Iraq should be left to the Iraqis. The only role of the US should be to offer humanitarian aid through the UN and other international organizations.

15. A federal system is called for in their Constitution. Bush is pushing for a strong central one.
By your own logic, you support Biden's plan.
